Utah social media laws

Utah became the first U.S. state to enact laws requiring children under the age of 18 to receive parental consent before signing up for social media apps such as TikTok and Instagram.

The legislation will give parents full access to their children’s online accounts, including posts and private messages. In addition, the bills also impose a curfew that prevents children from accessing social media apps between 10:30 PM and 06:30 AM, unless adjusted by their parents. Social media companies will also no longer be able to collect a child’s data or target them for advertising in the state.

The laws are set to take effect on March 1st, 2024. Governor Spencer Cox signed them around the same time that TikTok’s CEO testified before Congress in a five-hour hearing about user privacy, China’s access to and influence over private user data, and the platform’s effect on teenagers’ mental health.

French unrest

More than 1M people demonstrated across France against pension reforms that President Emmanuel Macron pushed through last week, including raising the retirement age to 64.

Demonstrations in Paris drew 119K people, according to officials, setting a record for the capital city during the weeks-long pension protests. Per local reports, violence erupted in several parts of the country, including Bordeaux, where protesters set fire to the entrance of city hall amid clashes with police. Police also reportedly fired tear gas at protesters in other cities such as Nantes and Lorient, and used water cannons to disperse crowds in Rennes. France’s Interior Minister said that 149 police officers were injured and 172 people were arrested across the country overnight into Friday.

Unions have reportedly called for additional nationwide strikes and protests next week. The protests prompted Britain’s King Charles III to postpone his visit to Paris and Bordeaux, which was scheduled for tomorrow.

Hotel Rwanda figure freed

Paul Rusesabagina, a former hotel manager who inspired the 2004 film Hotel Rwanda, is expected to be released from prison tomorrow in a commutation of his sentence.

In 1996, Rusesabagina left Rwanda and became an outspoken critic of Rwandan President Paul Kagame following his election in 2000. After boarding a flight in Dubai thinking he was traveling to Burundi, he reappeared in Rwanda in 2020 and was detained upon his arrival. Rusesabagina was then sentenced to 25 years in 2021 for allegedly backing a rebel group responsible for deadly attacks in the country in 2018 and 2019. Rwanda’s Justice Minister Johnston Busingye later admitted that Rwanda paid for the plane that transported Rusesabagina.

Rusesabagina has permanent residency rights in the U.S. He was credited with sheltering more than 1K ethnic Tutsis at the hotel he managed during Rwanda’s 1994 genocide, for which he received the Presidential Medal of Freedom.
