SVB collapse report

The U.S. Federal Reserve released a report yesterday in which it attributed Silicon Valley Bank’s failure to a combination of poor bank management, weak regulations, and a lack of oversight from the Fed itself.

In its report, the Fed said SVB “failed to manage basic interest rate and liquidity risk. Its board of directors failed to oversee senior leadership and hold them accountable. And Federal Reserve supervisors failed to take forceful enough action.” It claimed that the U.S. “banking system is sound and resilient” but added that the central bank “must strengthen…supervision and regulation based on what we have learned.” According to the report, SVB remained well-rated due to the lack of Federal Reserve oversight, despite “significant” increased risk and exposure.

Silicon Valley Bank’s March 10th collapse sent shockwaves through the global banking system and marked the second-largest bank failure in U.S. history, behind the 2008 collapse of Washington Mutual.

Renewed Russian strikes

Russian forces launched 23 missiles and two attack drones on cities across Ukraine yesterday that left at least 25 people dead.

A missile that struck an apartment block in the central city of Uman claimed the lives of 23 people, including four children, according to regional governor Ihor Taburets, who added that nine others were hospitalized. Uman is over 50 miles southwest of Bakhmut, where fighting has taken place for months. During the 14-month war, Moscow has launched long-range missile attacks beyond the war’s front lines which have hit civilian areas on several occasions, particularly energy facilities throughout the winter.

The Ukrainian military said it shot down 21 out of 23 cruise missiles that Russia fired. Yesterday’s assault marked Russia’s largest-scale air strike on Ukraine in nearly two months. The attacks were carried out as Kyiv prepares to mount a counteroffensive to try to retake Russian-occupied territory.

Italy restores ChatGPT

Italy restored access to the artificial intelligence chatbot ChatGPT after its maker OpenAI met the demands of the country’s regulators who temporarily blocked it over privacy concerns, according to an announcement from Italian authorities.

A month ago, Italy’s Privacy Guarantor–known as the Garante–ordered ChatGPT blocked over concerns that OpenAI had been violating EU privacy laws through its data handling practices. When it banned ChatGPT, the Garante said OpenAI had no lawful basis for collecting and storing people’s personal data “for the purpose of training the algorithm” of the chatbot. It also accused the company of failing to check the age of ChatGPT’s users who are supposed to be 13 or older.

In a statement, the Garante said it approves of the new measures OpenAI implemented. It also urged OpenAI to meet two other demands: creating an age-verification system, and launching a PR campaign to inform Italians about their right to opt out of data processing.
