The ruling against Alabama in the case Allen v. Milligan means the state will have to redraw its congressional map to accommodate Black voters by including a second majority-Black district for next year’s elections. The case stemmed from challenges to Alabama’s seven-district congressional map, which included one district in which Black voters formed a large enough majority that they have the power to elect their preferred candidate. The challengers said that one district is not enough to represent them, pointing out that Alabama’s population is approximately 27% Black. In a 5-4 decision, Chief Justice John Roberts joined Justices Sotomayor, Kagan, Jackson, and Kavanaugh in delivering the opinion, which said that a lower court had correctly concluded that the map drawn for the 2022 congressional elections violated Section 2 of the 1965 Voting Rights Act. |

French playground attackFour young children and two adults were injured in a stabbing attack at a park playground near Lake Annecy in the southeastern part of France. The suspect is reportedly a 31-year-old Syrian man who has refugee status in Sweden and who had also applied for refugee status in France. Prime Minister Elisabeth Borne said an investigation for attempted murder had been opened and that the suspect was not under the influence of drugs or alcohol at the time of the attack. Borne added the suspect was “not known by any intelligence service” and did not have “any history of psychiatric problems.” Armed police arrested the perpetrator at the scene after shooting him in the leg, according to local reports. According to French authorities, the children were aged three or younger and most remained in critical condition at a local hospital as of last night. |

Ukraine launches counteroffensiveUkraine yesterday launched its planned counteroffensive against occupying Russian forces, according to reports from Ukrainian military officials. Ukrainian fighters are making a push to expel Russian forces in Zaporizhzhia in the country’s southeast. There are also ongoing battles north of Bakhmut in the east, where Ukrainian forces have retaken approximately 1.4 km of territory. In Zaporizhzhia, Ukrainian forces are reportedly intensifying assaults around several towns in the territory that connects a land bridge between Crimea and mainland Russia. The operation in that territory follows an earlier wave of attacks in the southern Donetsk region this week, signaling that Ukraine’s planned counteroffensive is in full swing. This new phase of the war comes as Ukraine grapples with the fallout from the destruction of the Kakhovka dam in a Russian-controlled region. The dam’s collapse prompted over 40K people to be evacuated downstream and has left at least 14 people dead from flooding so far. |
