Manchin leaving U.S. Senate

West Virginia Sen. Joe Manchin announced yesterday he will not seek reelection in 2024, a decision that could have a significant impact on next year's federal elections.

  • Take note: Manchin said he plans to travel the country in an effort to "mobilize the middle." And Utah Sen. Mitt Romney, who is also leaving the Senate and has also hinted at a third-party bid in the past, said "our friendship and our commitment to American values will not end" in an X post.
  • Path to 51: Manchin's retirement complicates Democrats' path to retaining control of the Senate next year. The winner of West Virginia GOP primary between Gov. Jim Justice and Rep. Alex Mooney will be a heavy favorite to flip the seat.

Israel agrees to war pauses

Israel agreed to daily pauses as it continues its war against Hamas in Gaza, several days after President Biden raised the issue with Israel Prime Minister Benjamin Netanyahu.  

  • The plan: Israel will halt military operations for four hours each day to faciliate humanitarian aid deliveries and allow Gazans to flee fighting in the northern part of the enclave and head south. Israel will provide at least three hours notice prior to beginning pauses.

  • Still no ceasefire: Netanyahu maintained Israel will not agree to a full stop in the war until Hamas releases over 200 hostages in Gaza. Biden was somewhat critical of the Israeli leader's actions while speaking to reporters.
  •  
  • On the ground: Israel says it has taken over a Hamas stronghold in Gaza after a 10-hour firefight, capturing weapons and discovering tunnels. Israel said 80,000 Gazans were evacuated through humanitarian corridors while Palestinian officials say most Gaza hospitals have stopped functioning.

Government shutdown looms

House Republicans canceled two funding bill votes yesterday, renewing concerns a government shutdown could be imminent.

  • What happened: Bills related to housing and transportation and financial services and general government were pulled from consideration due to intraparty disputes, the first legislative setback for Louisiana Rep. Mike Johnson as Speaker of the House. The bills are part of the 12 appropriations packages that must be enacted annually to avoid a shutdown.
  •  
  • Timeline: Government funding will end in eight days -- Friday, Nov. 17 -- without a continuing resolution or a full budget that passes the House and Senate. Here is a rundown of what happens when there is a shutdown.
  •  
  • Meanwhile ... Senate Majority Leader and New York Sen. Chuck Schumer has taken a procedural step for a continuing resolution bill in the Democratic-controlled chamber. If approved, it could be sent to the House in an effort to avoid a shutdown.
